Government is centered on Java and it is also intensely Java-centered. Of the army's 47 top officers, 35 are Javanese. The Javanese are the new colonialists. It has been said that an elite of perhaps 2000 men manipulate Indonesian politics. With only a dozen or so exceptions, they all speak English, drive Mercedes, live in Jakarta, and are Javanese. There has always been tension and conflict between the seafaring mercantile Muslim states of the outer islands and the Hinduized bureaucratic powerful forces of Java. Java has come to represent the political interests of all the Indonesian islands, whereas the outer islands want a looser federation to ensure a more just distribution of the national wealth. Java's 80 million can't possibly survive on their own and if any of the richer outer islands get's uppity, Java sends bombers into the sky and assault troops ashore to quell at once any secessionist uprisings. There were serious revolts in 1958 in Sumatra and in North Celebes since Java took the revenues these islands were earning for its own survival and improvement.

Recently the Javanese have been able to actually enforce their demands, for example, against the smuggling of goods from the outer islands to bordering countries for higher profits. The Javanese are transporting Balinese to transmigrasi schemes in the outer islands, then moving in and buying up land on Bali. It's now a deliberate government (Javanese) policy to constantly rotate all provincial chiefs of police as well as heads of military districts throughout Indonesia. This is aimed at preventing too much power from becoming consolidated in one man (Bapakism) and to check the possibility of any further costly challenges to the central Javanese government. The army maintains this same method of changing command posts of field officers in order to keep provincial power from becoming invested in army commanders. Not a single outer island command post is held by a native son.
